- Five members appointed by the Mayor, five by the City Council, three by the Police Commissioner, one by the Public Advocate, and the Chair jointly by the Mayor and City Council.

- Members must all live in the city and reflect the diversity of the city. They may not be public employees or serve in public office, and, except for those designated by the Police Commissioner, may not have a law enforcement background.
